Telegram Not Connecting in Russia: Does a VPN Help, Which Kind, and How to Check (2026)
Short answer: “Connecting…” means the device has a network, but the app cannot reach Telegram's servers. A VPN for the whole device covers Telegram and needs no separate setup, but it helps only in some of the cases below: an old proxy left on inside Telegram, a VPN running in proxy mode on a computer and a network that opens only a short list of sites each need a different fix. Find your case in the table; every row says what to do.
What you see and what to do
| What you see | What to do | Where in this guide |
|---|---|---|
| “Waiting for network” | The system thinks there is no network: check Wi-Fi and mobile data | — |
| No VPN is on, foreign sites open in the browser, Telegram stays on “Connecting…” | Turn a VPN on | Without a VPN |
| VPN is on, and the label says “Connecting to proxy…” | Switch the proxy off inside Telegram and restart it | An old proxy left in Telegram |
| VPN is on, on a computer: the browser works, Telegram hangs | Use the VPN's system-tunnel (TUN) mode instead of proxy mode | Telegram on a computer |
| VPN is on, on a phone: Telegram hangs on “Connecting…” | Check the VPN did not drop in the background, and try another location | Does the VPN reach Telegram |
| VPN is on, but neither Telegram nor other foreign sites open | The VPN itself is down: refresh the subscription, take another location | Does the VPN reach Telegram |
| On mobile data only a short list of sites opens | Plan on Wi-Fi: a VPN usually cannot connect in such a network | Mobile data |
| Telegram connects, but photos and videos load slowly | Clear the cache, turn media auto-download on, compare Wi-Fi with mobile data, then run the two-step test | Slow photos and videos |
| “Updating…” hangs for minutes | Data barely moves: try another location, and see whether the VPN freezes after a few seconds | Why a VPN keeps disconnecting |
Which kind of VPN covers Telegram
| Option | What it covers | Where it stops |
|---|---|---|
| A VPN app for the whole device (ProxysVPN works this way) | Telegram and every other app, with no per-app setup; our app always runs as a system tunnel | A paid subscription; on a network that opens only a short list of sites it does not connect |
| A client with a subscription (Happ, INCY) | The same, when it runs as a system tunnel | On Windows Happ starts in proxy mode by default, and each program decides for itself whether to use a system proxy: Telegram may go around it |
| A proxy inside Telegram (MTProto or SOCKS5) | Telegram only | A proxy from a channel can stop working at any time, and then Telegram hangs however many VPN locations you try |
How a VPN differs from a proxy: VPN, proxy or Tor. The broader overview of the ways to get a VPN in Russia is in VPN in Russia in 2026.
Without a VPN: Telegram does not connect, what to install
The check: open any foreign site in a browser. If it opens while Telegram hangs, a VPN will help. ProxysVPN is our service, and the app is ours too; the order is this:
- 1Install the ProxysVPN app: Android from Google Play or as an APK file, iPhone and iPad through TestFlight, Mac, Windows and Linux as a file. The buttons are on our apps page; the steps per device are in Android, iPhone, Mac and Windows.
- 2Get a sign-in code: in your dashboard, open the device card and press “Code for the app”. The eight-character code is valid for 10 minutes and works once. No account yet? Signing up takes a minute with an email address; Telegram is not needed.
- 3Sign in to the app with the code, allow the VPN configuration and press the connect button: the first row in the list, WataFast, picks the country and protocol itself.
- 4Open Telegram. If it connected and then hung again, read the “With a VPN” sections below.
If you are used to INCY or Happ, they are third-party apps and the reserve: the subscription link is in your dashboard, and INCY has its own guide.
With a VPN. First: does the VPN reach Telegram
- 1Turn the VPN on and open web.telegram.org in a browser on the same device.
- 2If your chats or the QR sign-in code appear, the VPN reaches Telegram: the QR code shows only after Telegram's servers answer. The problem is in the app itself, so go on to the proxy, computer and phone sections.
- 3If neither it nor other foreign sites open, the VPN itself is down. Turn it off, refresh the subscription, connect to another location: a five-minute diagnosis.
- 4If sites open but the web version of Telegram does not load through any location, the fault may be on Telegram's side, which also happens outside Russia. Check again later.
A separate routing setup for Telegram is not needed. In our app, with “I am in Russia”, only Russian sites and addresses and the local network go around the server; Telegram's addresses are not among them.
“Connecting to proxy…”: an old proxy is still on in Telegram
If you once added a proxy to Telegram, MTProto or SOCKS5, from a channel or by link, and it is switched on, the app connects through it and not directly to its own servers. The proxy stopped working, so Telegram hangs however many locations you cycle through. With a working VPN you do not need the proxy. Menu names may differ a little in your version of Telegram: look for the word “proxy”.
| App | Where to find it | What to do |
|---|---|---|
| Android | Settings → Data and Storage → Proxy Settings | Turn “Use Proxy” off |
| iPhone and iPad | Settings → Data and Storage → Proxy (under Connection Type) | Turn “Use Proxy” off |
| Telegram Desktop (Windows, macOS, Linux) | Settings → Advanced → Connection type | Choose “Use system proxy settings” |
| Telegram for macOS | Settings → Data and Storage → Use Proxy (under Connection Type) | Turn the “Proxy” switch off |
Shortcut: on Android tap the connection label at the top of the screen; in Telegram Desktop tap the connection icon at the bottom left; on iPhone and in Telegram for macOS the “Proxy” row is in the main settings if a proxy was added. Restart Telegram after switching it off.
Telegram on a computer: the browser works through the VPN, Telegram hangs
This happens when the VPN client runs as a proxy and not as a system tunnel: each program decides on its own whether to use a system proxy. The two desktop Telegram apps behave differently:
- Telegram Desktop takes the system proxy settings by default, so it can go through a VPN client in proxy mode. It goes around the client if “Connection type” is set to no proxy or to a proxy of its own. If Telegram does not connect, turn on TUN mode.
- Telegram for macOS is a separate app, not Telegram Desktop. Judging by its source code it does not take the system proxy settings, so with a client in proxy mode it most likely goes to the network around the VPN. Turn on TUN for it.
In TUN mode traffic goes into the tunnel whatever each program decides about proxies. Our app always works as a system tunnel. How split routing works in general: split tunneling and the DNS trap.
Mobile data: Telegram does not connect even with a VPN
Turn the VPN off and open any ordinary site on mobile data. If only a short list of allowed sites opens, a VPN usually cannot connect in that network, and neither can Telegram through it: plan on Wi-Fi. If ordinary sites open, this is not the cause: go back to the steps above. More: VPN connected but no internet.
Slow photos and videos
If Telegram connects but photos take a minute to load, video spins and voice messages do not send, two groups of causes are possible. Local ones: a full app cache, media auto-download switched off, a weak signal, an old app version. Network ones: according to media reports, since February 2026 the speed of Telegram in Russian networks has been limited at the operators' level, so media can load slowly even on a fast connection.
- 1Clear the cache: Settings → Data and Storage → Storage Usage → Clear Cache.
- 2Turn media auto-download on: Settings → Data and Storage → Auto-Download Media, separately for mobile data and Wi-Fi.
- 3Update Telegram and restart it; switch off the phone's data-saver mode.
- 4Compare networks: media load on Wi-Fi but not on mobile data points to the mobile network.
- 5Run a speed test. If the general speed is high and Telegram is still slow, the limit applies to the messenger and not to the whole network. Then turn the VPN on and open the same chat: if photos and videos now load at full speed, the narrow point is on the operator's route and not in the app or the device. Running a test properly: measuring VPN speed.
What will not help
- A channel's proxy on top of a VPN, or cycling locations while a dead proxy is switched on. The connection stops at the proxy, not at our server.
- “No proxy” in Telegram Desktop with a client in proxy mode. With that setting Telegram goes around the VPN.
- Reinstalling Telegram. It changes neither the proxy settings nor the network's limits: you will get the same result.

Telegram does not connect without a VPN, which VPN should I install?
Our app, ProxysVPN: choose your device on the apps page, sign in with the code from your dashboard and press one button; the first row, WataFast, picks the country and protocol. If INCY or Happ are what you are used to, they connect with the subscription link from your dashboard.
Why does Telegram say “Connecting to proxy…” when the VPN is on?
A proxy is switched on inside Telegram itself, and the app connects through it and not directly to its own servers. If the proxy stopped working, Telegram keeps hanging whatever VPN location you choose. Switch it off: on a phone in Data and Storage, in Telegram Desktop in Advanced, then Connection type.
The browser works through the VPN, but Telegram on my computer does not. What should I do?
In Telegram Desktop choose “Use system proxy settings” under Connection type. If that does not help, or if you use Telegram for macOS, turn on TUN mode in your client or install our app, which always runs as a system tunnel.
Do I need routing rules so that Telegram goes through the VPN?
No. In our profile only Russian sites and addresses go around the server, and Telegram's addresses are not among them.
Will a VPN help if even ordinary sites do not open on mobile data?
Usually not. If without a VPN only a short list of allowed sites opens, a VPN generally cannot connect in that network, and neither can Telegram through it. Plan on Wi-Fi.
Does a VPN fix slow photos and videos in Telegram?
Sometimes. Clear the cache and check auto-download first. If the general speed is high and Telegram is still slow, turn the VPN on and open the same chat: if media now load at full speed, the narrow point was on the operator's route.
Did this help?
