A German address matters wherever a service looks at your country: European catalogues and prices, game servers in Frankfurt, sites closed to visitors outside the EU. All three geolocation databases agree the address is German, so a service using any of them will see it that way.
IPv6 does not leave this server: an address is assigned on the interface, but no traffic goes out over it. If your application specifically needs IPv6, take the French server — it is the only one of ours that does.
